#3 Essential Funding Approved for Hamm’s East Side Complex

We are happy to announce that the Hamm’s East Side Complex just cleared a major hurdle

On December 19, 2025, the MN Housing Finance Board delivered fantastic news, approving a substantial $10.1 million in funding for our project. This investment was part of a broader allocation for 51 housing developments across the state, totaling over $166.4 million. The Hamm’s project was one of only two funded projects located in Saint Paul, based on the application that was submitted in July and the awards announced in December.

Why this is a Game Changer

This $10.1 million is specifically targeted at the East End’s new construction—the part of the development that will bring 110 brand-new affordable housing units to our Saint Paul neighbors. This significant state support, alongside commitments from the Met Council, Ramsey County, and the City of Saint Paul, is the final piece of the puzzle that makes this portion of the project viable. Simply put, this level of funding is crucial for affordable housing, and without it, the East End project would be unable to move forward.

What Happens Next?

With this major funding obstacle behind us, the East End and its 110 family-friendly homes are set to enter the Site Plan Review process this spring (2026). This sets the stage for a potential groundbreaking in 2027 and a projected completion date of 2029.

West End Update

Meanwhile, the West End—the revitalization of the historic Hamm’s buildings—has already secured nearly $3 million in grant funding from the Met Council and Ramsey County. The team is actively working to assemble the final financing package. We’ll be sharing more exciting updates on the West End’s timeline and progress soon.

#2 Historic Designation approved for Hamm’s!

We are thrilled to announce that on November 5, 2025 the Saint Paul City Council unanimously approved the historic designation for the Theodore Hamm Brewing Company Heritage Preservation District. This is a monumental step forward for the revitalization of this iconic brewery campus into a vibrant, mixed-use community anchor for the East Side of Saint Paul.

This redevelopment project is anticipated to bring 196 affordable housing units, commercial space, on-site parking, new green spaces, and enhanced connections to Swede Hollow Park and the Bruce Vento Regional Trail. The City Council’s decision reflects a strong alignment with Saint Paul’s priorities and community values.

The historic designation is crucial not only for protecting these significant buildings but also for unlocking access to an estimated $28 million in state and federal historic tax credits. The historic tax credits help make it financially feasible to restore and adapt the brewery buildings while respecting the site’s architectural and historical significance.

We are excited about the transformative vision for the Hamm’s Brewery Redevelopment, which includes:

  • New public and community gathering areas, green space, and pedestrian connections.
  • 110 family-focused newly-constructed units and 86 artist-style loft units in renovated historic brewery buildings.
  • A large commercial marketplace space.
  • Dedicated underground parking for residential tenants and surface parking for customers.

With this historic designation secured, our development team is a step closer toward restoration and construction. Key upcoming steps include continued efforts in securing financing and site plan review in 2026, followed by the finalization of architectural and preservation plans, securing financing, property closing, and commencement of remediation and construction, anticipated to begin in 2027.

We believe that a rising tide lifts all boats, meaning general improvements benefit everyone. The renovation of the Hamm’s Eastside Complex will mark the next step in transforming the neighborhood into a destination. New transit opportunities and programming will continue to generate interest and draw visitors from the neighborhood and the broader metro area. We are deeply grateful to you all for your input over the past four years, and to so many of you for sharing your support with us, with other community members, and with the City Council.

We look forward to building a new chapter for the East Side, honoring the Hamm’s heritage while creating a stronger, more vibrant economic future for generations to come.

The Saint Paul City Council unanimously approves the Theodore Hamm Brewing Company Heritage Preservation District. This move adds protection to the historic buildings of Hamm’s Brewery and unlocks funding for restoration in the form of Historic Tax Credits.

Rezoning approved for Hamm’s Eastside Complex site

Saint Paul City Council unanimously approves rezoning of the HRA-owned portion of the Hamm’s site from industrial to mixed use, paving the way for housing and commercial uses and marking another step forward for the planned redevelopment.

Councilmember Cheniqua Johnson hosted a community update on the Hamm’s Brewery development with JB Vang and the City of Saint Paul’s Department of Planning and Economic Development.

JB Vang Hosts Four Community Workshops to hear community priorities

JB Vang Partners invited the community to participate in important conversations to guide the future redevelopment of the Hamm’s Brewery complex. The four workshops built on previous work by the community that identified 52 value statements, and provided recommendations to the developer, JB Vang Partners, and City of Saint Paul.

City’s HRA awards tentative developer status to JB Vang

The Housing and Redevelopment Authority officially awarded tentative developer status to JB Vang Partners, Inc. on January 11, 2023 following an extensive request for proposals (RFP) and review process. According the city’s press release, “JB Vang is an experienced, Saint Paul-based developer of housing, commercial and historic rehab projects. Their proposal most closely aligned with the RFP review criteria and the vision of the Housing and Redevelopment Authority (HRA) to create an East Side anchor development.”

City Releases RFP to redevelop Brewery

The City’s Housing and Redevelopment Authority releases an RFP seeking proposals to develop the remaining city-owned portions of the Hamm’s Brewery. The city’s stated priorities for the proposals included restore in revitalizing the historic buildings, maximize housing and jobs for the community, and enhance neighborhood connectivity and access.

2004

City purchases shuttered Hamm’s Brewery

In 2004, the HRA acquired the southern portion of the brewery to protect and expand Swede Hollow Park as well as provide new jobs and housing opportunities on the East Side in a reinvigorated brewery complex.
